James (Tim) Uncapher

Tim’s distinguished naval career, extending over 35 years, is the embodiment of commitment and progression characteristic of a “Mustang” Officer. His journey from the enlisted ranks to Senior Chief Petty Officer, and subsequent commissioning to Commander as a Limited Duty Officer, underscores a comprehensive path through the disciplines of Oceanography, Hydrography, and Meteorology. Tim’s expertise, deeply anchored in the operational and planning realms of naval research, warfare strategy, resource protection, and operational foresight, were critical in shaping naval and joint service tactics, techniques and procedures in war and during peacetime operations.

His tenure was marked by significant roles, including the prestigious position of Senior Meteorology Officer at both The United States Strategic Command and United States Space Command, and notably reflected his prowess in joint planning exercises and real-world global operations from the depths of the ocean to the edge of earth’s atmosphere and space. Additionally, Tim’s qualifications as an Information Warfare Officer, alongside his command experience as a Naval Flight Meteorologist, and more noteworthy, an Officer of the Deck (At Sea) onboard USS IWO JIMA (LHD7) responsible for the safe navigation and operations of a front-line U.S. ship of the line, underscore his broad-based leadership and operational acumen. 

His academic portfolio is robust, featuring a Bachelor of Science in Organizational Management, and Master’s Diplomas in naval and joint strategy, policy, national security decision making, and joint planning officer from the Naval Warfare College and Joint Forces Staff College, cement his status as a leader in military education and strategic thought.

Currently Tim serves as Senior Advisor and Founding Board member at “The Elizabeth Mattera Foundation,” is co-host of “The Rexus Nexus Podcast” and a partner in strategic consulting and planning services.

Matthew (Matt) Mattera

Matt’s career spanning 23 years in the United States Navy exemplifies ambition and resilience, epitomizing the distinguished character of a “Mustang” Officer. His professional trajectory commenced in the enlisted ranks, advancing to Chief Petty Officer, before earning a commissioning as a Chief Warrant Officer. During his time in uniform, Matt demonstrated exceptional proficiency in Tactical Communications, Cybersecurity, Information Technology, with specific focus in Information Operations, Strategic Communications, Influence Operations, and Psychological Warfare.

His tenure as a Senior Information Operations Planner for the Chairman of the Joint Chiefs of Staff underscored his strategic acumen, where his insights and expertise in the realm of Informational Power proved to be invaluable. Matt’s operational experience is further highlighted by his roles as Network Operations Chief aboard an amphibious assault ship and as Division Officer of Cybersecurity for a major naval communications command, showcasing his technical expertise and leadership capabilities.

Matt’s academic achievements, including an Associate of Arts in Interdisciplinary Studies, Project Management Professional certification, and numerous diplomas from esteemed military colleges, complement his extensive operational experience.

Currently, as President and Co-founder of “The Elizabeth Mattera Foundation,” Matt applies his strategic insights to further the foundation’s objectives. Additionally, as a co-host of “The Rexus Nexus Podcast” and a strategic consulting partner, he utilizes his vast knowledge in Strategic Communication and Influence Operations to mentor and guide leaders across multiple sectors.
